那到底什么是Bill 115?
可以看我下面的FAQ: Bill 115 & teachers' job action explained，简单介绍Bill 115就是 Bill 115 减少了老师的sick days from 20 days to 10 days, Bill 115 将冻结老师2年工资增长，最关键的一点，Bill 115给予安省教育部长权利终止教师罢工(strike or lockout),这项权利以前是属于省立法部门（provincial legislature）。在680news or theglobeandmail 的comment 中，这一点被认为是反民主的（undemocratic ），违反教师工会的权利。作为一个普通的tax payer, 我对教师工会的罢工没有任何意见，他们根据自己权利去争取自己的利益。但是站在一个普通纳税人的角度，我反对教师工会对待遇提出过分的要求；要知道目前安 省有$14.8billion赤字，教育作为政府预算的一部分也应该得到一定程度的控制。省长McGuinty要求所有政府雇员也要冻结薪水2年。医生刚 刚同意冻结薪水2年.
同时，我也不太赞成安省教育部拥有“终止教师罢工”权利，这就造成了谈判的双方（省政府和教师工会）关系不平等。
我对我们的中小学教育体系产生一些疑问，有许多问题我自己做一些基本的研究。
一、教育的fund 从哪里来？
如果我理解无误的话，从property tax来。下面property tax的计算公式来自mississauga（http://www.mississauga.ca/portal/residents/questions）,其它的市也是一样。The formulae for calculating residential property taxes are:
Current Year Phased-in Assessment Value × City Tax Rate = Amount of City Property Tax
Current Year Phased-in Assessment Value × Regional Tax Rate = Amount of Regional Property Tax
Current Year Phased-in Assessment Value × Education Tax Rate = Amount of Education Property Tax
City Property Tax + Regional Property Tax + Education Property Tax = Total Property Tax
2012 年mississauga 的residential property tax rate 是0.9436%， 其中Education Property Tax是0.221%。其它土地的用途property tax rate不同，详细资料见link.
PS1: 每个城市property tax rate 不一，Brampton 就远高于mississauga.

简化计算拥有一个property 40年，要为教育付费多少:
简化和假设部分，
1.假设：property估值基本不变；但实际不可能，assessment总在不断增加的；11月份我的收到了property assessment for 2013 - 2016，增加了28% for 4 years.Mississauga 平均增加22% for 4 years；
2.忽略，通货膨胀；现在通货膨胀大概是2%；
3.假设：Mississauga 没有胡乱花钱，大幅提高预算，增加property tax rate；
4.假设：我不跟换房子。
如果我的property政府估值（Current Year Phased-in Assessment Value）为600,000，那我今年为教育付费多少了？ $600,000 x 0.00221 = $1326.通过简化计算模式， 我将拥有地产40年，之后住老人公寓，我家将为教育付费1326 x 40 years = $53040。
当目前的教育预算不够的时候，只有开源和节流两种途径，教师工会不愿意节流，那就只有加税了。作为tax payer,我当然不太乐意。但是我想看看在当前的待遇下，我们能否吸引到足够优秀的人才来成为教师。
二、教师的待遇到底如何？
起初我对老师的待遇的映像是，中低或中等收入，高工作保障。但看了这篇theglobeandmail的文章 (Teacher pay: Canada near the top of the OECD class),我认为老师的待遇也是中等到中高等在所有人群中。加拿大的小学老师，起薪是$34,443，在15年的经验后，$54,978；经济合作和发展组织（OECD），小学老师起薪是$37,603,在15年 的经验后，$45,226。加拿大的老师的平均薪水好于经济合作和发展组织；美国的小学老师，起薪是$36,858在15年的经验后，$45,226。当 然，有些国家比加拿大给予老师的薪水更好，但是不多，如Germany,Austria, Luxemboug, Ireland and Korea。经济合作和发展组织也计算了在15年工作经验后，老师的小时工资。OECD平均，对于小学老师$49，对于中学老师$65；美国，对于小学老 师$41，对于中学老师$46；加拿大，对于小学老师$68，对于中学老师$74。这篇文章也提到在有相同教育背景的情况下，老师是overpaid 5%。具体的分析如下，我就不翻译了。

三、Full time 中小学教师 = 终身制职位？
很难想象吧，在加拿大，Full time 中小学教师基本上可以说是终身制职位。我所知道的其它终身制职位有大学的终身教授（lifetime tenured professor），大法官（judges in SupremeCourt?)。其它的接近终身制职位有政府雇员，不过政府也有大幅裁员的时候，例如：Ford不是在削减toronto city 10%的职位么。我们刚移民的时候，夫人曾经认真考虑过成为安省的中小学老师，她喜欢小孩子，还比较耐心，英语相当好，不过做了一些研究，和当地的老师仔 细聊了聊，也就打消的这个念头，太难成为full time teacher。1年的teacher college 不是问题， 问题是没有位置，full time老师基本没有优胜劣汰，只有自然淘汰---退休或者增加预算，才有new opening。许多年轻的当地人都在努力争取full timeteacher位置。看看这篇Why bad teachers don’t get fired in Ontario，就知道将坏苹果搞出来有多难！
